Here's the deal: I will continue looking for data tomorrow. Tuesday, I will redefine my objective function in terms of what I have available so that I can have a simple regression ready for March first. Meanwhile, having something ready to hand in for class, I will court SUResearch to implement a survey of all high-school students in the edmonton area (to construct the real demand function). My social welfare function needs much work; before I even consider data, I should speak with Dr. Boothe or Dr. Landon (Macro and Micro experts respectively) about concept.
So, at this point, it seems that the for-class component of this paper will have to restrict itself to the supply side (where there is solid data).
The question is still, "is tuition priced fairly; what level of funding should be provided by the government?" But, I will have to break it down into segments.
For my in-class paper, the question shall be, "what is the cost of supplying an additional student with advanced education; what is the marginal cost of provision of post-secondary?"
