After some discussion with my prof, it has been decided that he is much smarter than me. So, allow me to assert that the Federal Plan of action (involving nonvoluntary regulation, public awareness advertisement, explicit and enforced consumer energy efficiency investment, others) falls short of a comprehensive environmental strategy.

The paramount failing is the direction of the program: it is houshold and consumer-centric. Meanwhile, the seven companies that account for 80% of Canada's environmental degredation remain unaccounted.

Last semester, I got an A- on my term paper for my Environmental Economics class. The Prof cited, "This is more like a resource management paper than an environmental economics paper," as his rationale.

However, today's globe and mail proclaimed a new federal environmental action plan, identical to the one I proposed for my class.

Either I'm really on the ball with this stuff, and my prof was just picky, or the government myst seriously reconsider their outlook and strategy with respect to environmental policy.
